    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

    This is a large and very visible forum. We cannot jeopardize the ability to provide the RadioReference services by allowing this activity to occur. Please respect this.

Good day all,

I wrote here a few years ago asking for help and it was provided by this amazing community. Over the past two years I have continued visiting and learning from those more knowledgeable than myself. I have been out of the Motorola game since 2018 but recently just got back and alot has changed (regarding the Provisioning Manger, KMF and similar applications which used to be programs independently used on the respective clients.

I recently was provided a Master Codeplug by Motorola which was used on a radio which passed all of their acceptable tests. After adding multiple talkgroups and splitting them up in to several child codeplugs, we finally pushed the reprogramming effort to 500+ subscribers.

Keeping in mind that I programmed a few spares on hand and added them to the NM / KMF. Everything registered, received clear/encrypted Hello's and even received a full update.

However, after programming 500+ subscribers while maintaining KMF/NM accuracy, none of the radios are taking the OTAR request.

The errors I receive are:
  1. Unable to find active TEK for encryption
  2. A General Transport error has occurred
  3. KEK Warm start
  4. No KEK found in unit
  5. A General transport error has occurred
  6. Rekey Failed
  7. Warning
  8. Retry Opportunities Set
  9. Completed

Some caveats, after programming the radios, I re-keyed them with the KVL 4000. Added them to the KMF & NM, and marked the radios as provisioned (in the KMF) because they were initially keyed with a KVL.

I am using the APX 6000 with CPS 22.0.0.3

Any help would be greatly appreciated.

Just realized I didn't mention this. The TEK's are in fact created and Active/In Use... As I can still communicate with the test radios I programmed.

I also noticed some records appeared in my NM starting with ZC$ before the RSI? What is this?

Some explanations and screen shots in the attached. I was thinking it was a KID / TEK problem at first. But I am no expert on the actual implementation of KMF programming. The RSI discussion starts at Page ~ 33. You might have to touch all the radios with KVL one time.

Did you confirm that the IP address in all of the NM radio records are all correct? If new records are being made (ZC$) I would say that data access isn't being provided in the default record.

Are you sure that you have the correct Individual RSI programmed under the P25 OTAR settings in each radio? This needs to match what the KMF has, or the OTAR will fail. A lot of people miss this. They assume that it will work if the RID under the trunking tab is correct, but that is wrong.
