New users to old Virginia Beach tg's

Today, I'm hearing a pair of road construction flaggers on tg 39632. This was Emergency Management tac 5 before the switch to digital. Anyone else hear new users on previous public safety tg's?

I have been scanning the old analog system and so far have come up with several that were not listed in the database: Parks & Rec / Mt. Trashmore on 45266 and several more that I don't have figured out yet...
