I see the DB was recently updated I see to reflect the relocation of this sector from Woodbury to PHL Tower.
I have added the location of the transmitters. Generally unless you are within a few miles you will not hear the ground controller. All of these are not active all of the time. This depends on traffic volume and time of day and staffing. All of the data from the scopes is relayed to PHL. Plenty of news about this.🤷🏻♂️
Lastly often on the overnight 128.550 seems to handle the consolidation of N90 Sectors including approach, final and departure. These folks do a great job.
