I just bought a Kenwood TM-281A for mostly hunting and found the freq for my group 157.000 channel 20 and could hear them but could not transmit any info on what I might need to do ?

Not to sound redundant, but, you bought an amateur 2m transceiver to use where it's not capable. It is made to transmit between 144-148MHz.
Take it back to where you bought it and get one of the Chinese ham radios that are Part 90/95. That way, you can use it legally.
