neworleans police patching tgs?

have been listening on broadcastify calls to the LAWIN sistem and have noticed patches going up and down from NOPD to local / state interop 2. Today, from what I ean tell, the 1st dist and the 8th dist were iether patched or using the same channel for some reason, and both dists ops were patched to interop 2. Then it was taken down. The 8th dist was active along with 1st dist on interop 2, however according to the calls platfor, nopd dispatch 8 hasn't been seen in the past hour.
I'm just a bit confused why patches seem to be appearing then disappearing and also what's going on with the 1st and 8th.
Anyone with any info it would be appreciated.
