Niagara Region talkgroups

So a bit of an interesting one. I was scanning the Niagara Region System and it appears the Niagara Falls fire is being dispatched on the West Niagara dispatch tg instead of their own dispatch tg.
Can anyone else confirm this or have any idea why it seems like these departments are being dispatched through West Niagara? When dispatch announces which Tac channel to use, I have heard them say to use "East Tac 3"

Niagara Falls FD is now being dispatched by St. Catharines. They have temporary patched the West Niagara and the Niagara Falls dispatch TG
