Listening to Troop A south A1-8, command post (tg 35056) at the Rosenhayn Harvest festival trying to communicate with Cumberland county communications. I could here each side very well but they were having a hard time hearing each other. First time I have heard another agency on a troop radio. Troopers have been complaining that they cannot communicate with fire and rescue at scenes. I guess that is how they are going to do it. Also hearing Delaware river units (whoever they are) talking with them on this channel.

That Delelware river thing sounds like an automated message, its been going since they opened this patch. Not sure what that is. But yeah this is the first time I'ver heard county stuff on the state system. At least down here.

The best I can make of it is "ACIS DELAWARE RIVER UNIT 212, broadcast about every 10 minutes. Seems like Sheriff, EMS and troopers all on the same channel, Plus Division HQ who keeps calling portable 4 that his emergency button keeps going off.

"black box"

it souds like someone was sold one of those interop units. many times the description that you mention is exactly what happens. the device is set up where the two base stations ( could be 2 portables linked) are in good coverage but when you try to use a 3 watt portable out in the field talking 10 miles to one of the linked portables the end users can't hear each other, these devices do only what hey were designed to do. I have said it a million times, interoperability has been around since the titanic sunk, the only true radio communication interoperability is a trained radio operator( not dispatcher) sitting inbetween multiple radio nets.
as far as that recorded message that sounds exactly like one of those ICRI or similar patch boxes, it sends this ID so that when it jams the connected frequencies the operator knows which one to shut off.

They are back on the air again today at noon. By last night they seem to be communicating with each other, maybe they got the bugs worked out. The command post is only about 2 miles (at the most) from the county comm center.

They are utilizing a digital system. You probably already know this, but if you do not have a digital scanner, it will sound like noise or similar to data transmission.
