No WinLink in Quebec?

I was up in Quebec City but didn’t find any VHF/UHF Winlink gateways. Did Winlink not catch on?

There are many areas with no VHF / UHF Winlink RMS gateways. In those areas you must use an HF RMS via VARA HF (or Telnet... which of course is not via radio and sort of defeats the purpose of Winlink).
