Not receiving anything but CHP on VHF low

I have been receiving the CHP almost daily here in NY State, of course depending on the MUF. sometimes only the 39 MHz frequencies and most times the 42 MHz frequencies as well. The strange part of it is I receive no other VHF low band transmissions except the CHP and some local transmissions (Fire and NY state DOT). From seeing the logs postings on this forum it seems like there is still lots of low band skip low band to be heard. Back in the early 90's I would here the Missouri Highway Patrol and many other transmission as well on VHF Low, I realize that many agencies have moved on from using VHF low. I am using a Sirio GP 27-45 MHz Ground Plane at 20 feet. Any advice to improve success on VHF low, I am using a Uniden BC536 HP.

Most likely the Gods of Skip aren't smiling your way.

But, just to make sure, you should test the antenna and feedline. A NANO VNA or TINY SA would be my instruments of choice.
