NWS phone alerts

Please explain this, how come I recieve NWS Alerts on my old busted work desk cellphone on Wifi only, and nothing on my Tmobile phone on same Wifi? All alerts are on.?

Did you download an app to receive NWS alerts on your old phone? If you are not receiving the alerts through the cellphone network, what program on your phone is receiving the NWS alerts?
