Nope, you do not need to purchase either of them. They appear to be operating on the MARCS trunked system. You can hear them on the online feed there too - talkgroup is 32506

Looks like in that county there are fireground frequencies. You would likely not hear these unless you are very close to an active fire incident. Someone more local may be able to chime in, but based on the database, I would lean this direction.

Fireground frequencies are expected to be simplex. At least that’s what NFPA standards call for. Primarily low powered handhelds that work fine on a fireground, not associated with a trunked system or conventional repeaters. They are most likely conventional frequencies, used for fireground and mutual aid work. As such, they may not be a part of a trunked system that requires TG’s or in the case of a conventional system, repeaters. Of course there’s always exceptions, but generally, that’s the way it works.

That may be the case in your area, but in Ohio the vast majority of departments use their MARCS talkgroups. Very few counties use simplex much, if at all.
