It appears there is a P25 Phase 2 trunking system in the works for the NYS Thruway Authority. There are a slew of recent FCC license grants and pending applications all along the main line. Based on the emissions designators it appears it may be a L3Harris system which is not surprising given the decades long relationship between the Thruway Authority and GE/Ericsson/Com-Net/M/A-Com/Tyco/Harris and now L3Harris.

It'll be many years before this system sees the light of day.
I wonder if the Thruway Authority got the idea for the system from Metro-25/MTA MRRS and may also be thinking about allowing adjacent municipal PDs on the system. The Western NY site licenses will probably be tied up for years in Canadian coordination. They probably will logically start the buildout in the New York and Albany Divisions in any event.

Not sure which local PD’s would go on the system when most have already made a move onto new systems, many P25 trunked, within their counties. Troop T already faces this problem when they go off the main line in failure to complies and can’t talk with those local PD’s.

At the very least. The Thruway Authority has the advantage of owning many of the sites they'll be building out, however there have been systems much less ambitious than this one that have taken more than the 5 year "slow growth" period due to unforeseen complications.

Why is that GTR... because of the vendor?
See above. It takes many years to build any trunked system out, much less a monster like this. Has nothing to do with vendors.

The Buffalo - Erie County area is a mess with every town and village PD on their own system. Much of the rest or Upstate is in pretty good shape with County trunked systems or the legacy MRD systems.

The MTA's attempt to recruit municipal agencies is an absurdity that I won't get into here, but suffice to say that any agency who joins that system without performing thorough RF coverage tests is out of their minds, especially if they're buying the "LTE coverage" BS that the MTA is peddling.

I suspect that the Thruway Authority has been planning this system for years independent of anything anyone else is doing, which is their M.O. The current UHF multi-cast system, while ahead of its time 40 years ago, is showing its age. I suspect that they finally want to get Troop T's comms separated from all the maintenance and tow truck crap, and a TDMA system is one way to accomplish that.

I thought the service areas were just fine as they are. The design sure beats the ones they replaced, which resembled the Trooper barracks buildings and were as depressing as hell.
