It's not a radio frequency. It's a computer database system. NYSPIN, NCIC, etc. are used to check for wants and warrants. DMV used (obviously) to check drivers licenses and vehicle registrations. NYSPIN goes down a lot. Not sure what the problem is.

Hope this helps,

NYSPIN is a New York State system overseen by the NYSP and has links to NCIC (Federal) and other various states police information systems that may be available such as DMV etc . It is not an open system and is not in place at every police dept. It is totally controlled by SP. Each operator has a specific level that he / she is authorized to access information at. eJustice is an upgrade to the NYSPIN system.

NYSPIN also ties into NLETS, which enables the connections to NCIC and to other states' criminal record information and DMV data. Last I knew, NLETS was hubbed in Phoenix.

oh if you only knew...

9 times out of 10, "NYSPIN" isn't down. it's the interconnections between other agencies like DMV, NCIC, etc. that went offline or are delayed with their return response. some NYSPIN operators aren't even "Computer 101" trained, hence the confusion. NYSPIN is housed in a huge server closet with plenty of redundancy and emergency power to keep it going.
