Ocean County, NJ Area Federal Frequencies

I heard P25 on 163.7850 MHz and 170.4250 MHz this morning. Both were about the same signal strength, not that strong but not that weak either. Anyone know who's using these? The frequency might be slightly off due to me using an older scanner (doesn't do newer step sizes). Thanks.

163.7850 is D.H.S. ICE units (immigration) 170.425 is F.B.I. out of N.Y.C.
