I don't know what causes it, but I get it here in West Tulsa. Sounds like key up and release. I get it in the Lowband you mentioned.

Some observations this week...

Observation -- Earlier in the week, OHP unit in Midwest City using Turner Channel 1 (TG 42128) to contact OKC.

Observation -- keying-up sound at about 15 second intervals today (3rd september) about 6:30am on 855.9875. Received this from Tulsa to about MM 158. There was a morse ID but I am too slow and didnt get anything but the last digit: 6

Observation -- Tulsa was using an unusual FRQ for their control channel this morning: 858.9375. This FRQ is, of course, listed in the data base as an alternate primary control channel, but since I joined this forum in June '04, I have never heard them use any FRQ's for the control except 859.9375 and 860.9375.

Spot,
You are correct about the 858.9375 The system hardley ever goes to that cc and I can never figure out why and when they will go to it. I think it has been months since the system has last gone to that cc. Earlier in the summer I got even more confused when the cc switched over to 857.8375 and out of the 11 years over monitoring Tulsa's system I have never seen that cc used.

Heard TULSA actually using 42128 talkgroup to advise Turner units afternoon of 9/22/2004. Who knew?
