It is part of an interagency interoperability plan. It will expand the capabilities of the EDACS system to interface agencies not already designated on a port in the interop interface. Through this set of nationwide frequencies an agency can program their radios for the nationwide interoperability plan and have access to the city's trunked system and allow them to be interfaced to other talkgroups and I/V/U-Tac channels.

The repeaters are voted system wide and the direct channels are supposed to be able to be used on certain specific sites so that local area coverage can be achieved for handhelds. The system should integrate using existing infrastructure and expand the city's ability to communicate in the event of a disaster/event involving the use of outside agencies that the city does not already have a communications plan with.
