Oklahoma County Fire Net issues?

For the last day or so, I’ve been hearing constant dead-keying on the Fire channel, 154.370 and on another channel, 151.085. They seem to be related. Also, there’s been no traffic on either of these channels.
I have the second frequency listed as TAC-7R, but I can’t find any reference to that for its use. Can’t find on RR Search either.

I just heard "EM 2" ask dispatch about it. She said it was due to "water in the line"...
