You may want to post this same question in the "Oklahoma" regional section.
The ANG base in Tulsa is obviously very small and is only a "flying" unit. I.E. 138th Fighter Wing with a few supporting units.
The only thing I have found is the Tulsa International Airport has 2 Talkgroups on the OKWIN P-25 system.
Those Talkgroups (TGid) are 2257 for the Tulsa FD Airport operations and 2221 Tulsa Airport Fire Dispatch.
May want to listen for these 2 talkgroups and see if you hear any traffic related to the ANG fire department. The ANG FD may have its own talkgroup to be able to communicate with the airport FD during mutual aid requests.
I would also search the military spectrum 138-144 vhf, and the 380-420 uhf spectrum for communications at the Tulsa ANG base.
Maybe even locate yourself nearby and put your scanner in "close call" or search looking at the military spectrum.
Sorry not much help, good luck.
