This is a lengthy (but detailed) report I found perusing the State's website and it is a little dated, but provides a wealth of information, history, and a bit of an inside look into the operations of OKWIN along with challenges from 2011. I am only about halfway through reading it, but I thought the group may also enjoy reading. It has a lot of detail on the research and history of the disparate radio systems across the state (OKWIN, ODOT, DPS Low Band) and the proposal recommendation for closing the gap by consolidating resources.
