The Velma site control channel shows that it is phase II capable.
I don't think there are any phase II talkgroups anywhere.

The new Mangum site is the same way...
but that doesn't mean any subscriber radios are programmed to use phase 2 talkgroups.
I heard from a good source that it will be phase 2 in the short future
