OPP India-Papa?

I was hearing units identifying themselves as India-Papa units on Fleetnet TAC08 today. Any idea who these are? They sounded like OPP and not MTO or MNR, though I won't disclose their activities or exact locations in case it's some special group for G20/G8, and especially because of the G20 idiot that's in jail right now.

They definitely weren't identifying as "1Papa" - they weren't operating in or around Rama.

The IP units are HWY security units. I passed one marked RCMP Yukon unit that pulled over a rental truck yesterday on Hwy 118 E while we was calling in.
