Station 14 (McMinville/Banks) is 156.225, with transmitters on Buxton (ch. 13), High Heaven (ch. 14), Chehalem (ch. 18) and Hebo (ch 19) mountains.

Station 10 (Portland) is 154.935, with transmitters on Council Crest (ch. 9), Goat (ch. 10), Hood (ch. 11) and Skamania (ch. 12) mountains.

Incidentally, Hebo also has a transmitter for Station 17 (Tillamook) 154.860, and Buxton also has a transmitter for Station 13 (Astoria) 156.150.

Maybe?

The topology isn't all that great, and I have no idea how the transmitting antennae are configured.

I'd be surprised if you couldn't hear 17/13 from Hillsboro or Forest Grove, but Portland (especially anywhere east of the Willamette) would probably be iffy.
