Otago 2 Meter Repeaters

From my location in Otago, I can receive VHF and UHF repeaters from up to 100k's.
But I haven't succeeded in picking up any 2 Meter repeaters yet.
There are 3 within that range, so I am wondering why not.
I don't think they would be overly busy, but I can be scanning those frequencies all day and hear nothing.

On Tuesday I ran an 8-hour scan of all the Otago repeater frequencies.
All I got was various squawks from the Queenstown and Alexander repeaters.
Is anyone actually using these?
