Other Unknown "dots"

While listening to the ARINC frequency of 11.396usb, I saw these "dots". There was another forum post that showed these same "dots" in the 13Mhz - 14Mhz slice of the shortwave band. I was unable to find that post. Has this mystery been solved?

Definitely frequency hopping spread spectrum. One of the Chicago HF trading stations uses this mode. See my attached image "from their front door".

It was imaging from overload from using a nooelec lna. All those aliasing lines made it hard to see those dots. I removed the lna then there is less aliasing.

Just shows more gain isn't always good. dlwtrunked suggested frequency hopping, something just doesn't look right for that.
Given confined to a small bandwidth, it just might be.
