Would like to know are Statewide Call and EMEOC the only TGs that are broadcast on all towers? Are there any others that I should be constantly monitoring?

Right, but, if I hear a talkgroup, that doesn't tell me if it's one of the few that is broadcast statewide. I know EMEOC as well as Statewide Call does, but are there others?

Just because it's a statewide talk group doesn't mean it's simulcasted or broadcasted across all sites, it just means it can be used on all sites. In order for a talk group to come across a site, there still has to be at lease one radio affiliated to that site or you won't hear anything, unlike a simulcast system or simulcast sites where it's broadcasted across all.

SW Call and EMEOC do not always broadcast on all towers, as far as I know, as I have heard them on one tower but not another. I believe it depends on if a unit is affiliated to that tower.

Some others are Statewide Events TGs, SBI, Federal agencies, HART, Med Helo especially LZ TGs. But as @FJB2022 said someone's radio must be affiliated on the site to be heard.

SWCall is monitored by each of the 100 county 911 dispatcher offices, plus cities with their own dispatcher offices 24/7. So they have to be affiliated with each of those. The State EOC which is located in the basement of the NCEM building in Raleigh is used by various state level teams such as the 7 Regional Hazmat Response Teams, SMAT Medical teams, Swift Water Rescue Teams, Emergency Management Area Coordinators when they respond to events in the state. After they check in with the EOC they get assigned to one of the VIPER Event talkgroups. So you're best bet is to scan all of them, plus the DPRR talkgroups. Those are assigned on a regional type basis, and get used now and then for special events. Elizabeth City used DPRR East 5 for their July 4th festival this year as an example. Like I said, you should monitor your location and see what comes up. Even some of the 8TAC and 7TAC frequencies have local repeaters that get used now and then. Look at the NIFOG, it's available with a Google search online
