You might find that the so called low audio is due to the transmitter deviation being
set for a narrow band channel. many of the trunking systems are in the process
of migrating from the old 25 KHz channel settings to the 12.5 KHz settings. When
this occurs, the deviation being used is cut in half. The result is the audio sounds low.

Deviation would not affect the volume of P25 signals (although an incorrect setting could affect overall reception).

have you set volume control in the "audio setting"? Click the button and increase the main receiver volume.

I wouldn't say the P25 audio is "very low" on the 2500 I have, but it is a bit lower than conventional audio at tthe same volume setting. It isn't unusual to see this, I have noticed the same thing with a number of other brands as well.

I'm not experencing low audio on the MPSCS MI statwide P25 system. You may want to check your filter setting. Keep in mind you can use the USB audio source through the PC sound card to amplify the audio. Just click on the speaker icon and select the audio source on the sidebar.
