SDRTrunk P25 with no control frequencies listed. Only 2 talk Frequencies

If one looked in the Database in Michigan, Gogebic County and under Businesses one would see Xcel Energy. It lists 2 P25 VHF frequencies, it lists NO control frequencies. when I place these in my SDRTrunk software I get a broken waterfall line and additional broken water fall lines when transmission is occurring but hear nothing, (static noise on my analog scanner tuned to that frequency hence I see and compare transmission occurring). I have other P25 stations programed that do have control frequencies and they all work fine. I have seen broken waterfalls when a signal is weak but it is also very light in visibility, this waterfall for Xcel is dark in color and I am only 3 miles from the tower of Xcel.The Question?? is there some programing needed when no control frequency is listed and it is just a simplex type talk frequency on a P25 platform? Many thanks for any advice on this.

According to database they are p25 conventional and analog mixed mode operation.

You would only hear transmission when someone keys up. There is no control channel. Control channel is only required for trunking.

If you are not hearing anything in p25 then either you are not in range or they could possibly be using encryption in p25 mode.
