P25RX Keeps Getting Stuck Here ... help?

All night when I connect my P25RX to the new Windows 10 tablet, rather than my Win 7 Toughbook, I get this on the screen and it gets stuck exactly here. This is the 4th time it has gotten stuck right here for 5+ minutes.

Any suggestions?

I just want the Win 10 tablet to read the P25RX so I can set it up on the tablet and migrate away from the Toughbook.

Hold the blue button in plug in reciver hold for 40 seconds then restart config file

Sorry new at this unplug usb from the receiver then push blue button and hold at the same time while holding the button plug in the usb and hold for 40+ seconds after that you may have to restart config file if it doesn't start don't back out of config file unplug USB for 10 seconds then follow the prompts you may have to unplug usb and plug it back in to finish the process
