phase 1 or phase 2 question

wile i know starcom is phase 2 would all digital be phase 2? mainly im hearing alot of digital on VHF wondering if a phase 1 or phase 2 scanner is the way to go

Conventional VHF P25 repeaters would be Phase I.

Depending on what talkgroups are used. Plenty of talkgroups use Dynamic Dual Mode which switches out Phase I and II at times when monitoring it. Recommended to use Phase II Scanner as stated on the database.

an analog scanner only gets analog
a phase 1 scanner gets phase 1 and analog
a phase 2 scanner gets phase 2, phase 1 and analog.
but as for digital there are many types.
DMR, NXDN to just name a couple.
so hearing digital does not mean anything except that it is digital.
