Philly System Moving to Phase II

I guess you could think of it that way, sort of. But instead of only certain units switching from S1 to M1 in this case it looks like all units switch from Far N-East to Far N-East ENC for whatever duration the PPD commander determines. I think the reasoning behind this is in the event of civil unrest like in 2020. If things start popping off, they can move all operations over to the encrypted channels until the unrest dies down, then they all switch back. Initially Bucks did something similar, but in their case they kept everyone on the same channel but instructed them to flip their encryption switch and did this on a per-call basis (like bank robberies or burglaries) instead of prolonged periods.

I created a spreadsheet sorted by RIDs and includes the TGID(s) and Site numbers that have come up.

So far, I have ~170 RIDs entered.

I have found a first cross-match:

RID: 604593 has come up on TGIDs 11 & 4211

It's not enough data to allow me to speculate. Hopefully, as I populate the spreadsheet, more will pop up.

I'm recording all PD TGIDs 24/7 on a Whistler WS1080.
