Picking up Asbury Park DPW Crews On 155.390 DCS445

I was down in Asbury Park today and close called Asbury Park DPW crews on 155.390 DCS445 several times. Could they be using an unlicensed frequency? Nothing in the entire state seems to be licensed on that freq, and nothing licensed to Asbury on any nearby freqs either. I also didn't hear anything on their listed Public Works frequency (but admit I only monitored for about 15 min). Didn't submit anything to the DB because I wasn't sure on the rules for submitting unlicensed channels.

Also, do the lifeguards use radios there? Didn't see anything listed for them in the DB.

The correct frequency is 155.3925, and they are licensed under WQBB674.

Make sure you have the VHF 150.8 band defaults set to NFM and 7.5 kHz steps.
