Picking up Pine County in Duluth

Hello all, I am trying to program a Whistler WS1065 for the family of a sheriff's deputy from Pine County. They live in Duluth. I have programmed these type of scanners in the past without issue (at least I assumed that I hadn't any issues) and I could have sworn I have been able to pick up Pine county stuff from Duluth (that is where I am, too). My question is, do I need to do anything more than add the Pine County Simulcast frequencies in to be able to pick up Pine from Duluth? I have added everything Pine County that is LOE related from the RR database, yet I am unable to receive anything from the county. I also have some Duluth stuff programmed in for them, along with the Duluth Simulcast control frequency, that is working just fine. I am still pretty novice when it comes to scanner stuff, so I do apologize for the possibly dumb question.

My only other thought was maybe it was a location thing and I needed a bigger antenna setup and not be in my basement.


Is there any way I can help these guys pickup Pine county? Thanks for any help.

Its possible that a Pine County user (police officer, etc.) roamed into the Duluth area and his radio affiliated with the Duluth site and the Duluth site linked up with the Pine County system.

If you hear the Pine County units occasionally, this is most likely the case. If you were in range, you'd hear them routinely.

I have been in Duluth AND heard Pine County activity on the Carlton County site, but I certainly wouldn't guarantee that would happen all of the time.

Ah, this is all makes sense. I will program Carlton for them, hopefully, that will pick it up from time to time. I seem to have decent reception to the wrenshall site.

I know that the Moose Lake Lookout Towersite has Pine County on it. Its been a while since I have been up that way, but I know that Moose Lake Site I did hear Pine County on and also some of the other Carlton County sites. If the person is scanning from the Duluth Area, I would recommend them to get a Omi Outdoor Antenna up or if they are focused on just Pine maybe a beam to increase their range.

Question, if the Moose Lake site has Pine on it, would the Wrenshall site broadcast it too? I seem to be picking it up fine, at least by the what the radio says it has for reception (I JUST have the wrenshall site in now, with Pine County Talkgroups, for testing). I am not super familiar with how ARMER works when it comes to actually repeating to other towers.

Normal User Talkgroups like a county main talkgroup are allowed to roam outside their home sites by 1 ring outside or the next repeater out. State talkgroups, such as the Partol and DOT are typically forced to all the sites in the Region.

And also statewide mutual aid/interoperability talkgroups, such as LTAC1 are allowed to affiliate (or use) any tower/site in the state. Zone or Regional interoperability talkgroups are allowed to affiliate on any tower/site in that zone.

When in Minnesota I always scan those interoperability talkgroups. Very interesting stuff can be heard on them.
