Pine Bluff Arsenal new site near Memphis or just good propagation?

I'm in Memphis tonight and see a Fed system SYSID 04B which is used by the Pine Bluff Fed Arsenal - some 150 miles from Memphis. Pine Bluff Arsenal Trunking System, White Hall, Arkansas
Pro96Com shows many of the same freqs:
406.7625alt
407.3625alt
407.9625alt
408.1625alt
409.1625control
BUT it shows as site 5 and RFSS 5, and has a WACN of C51B0 which are not the same as the Pine Bluff location - it's site 1, and no WACN shown.
After a few evening hours only 1 TG 50011 which is listed on the Pine Bluff system.
Looking at the data stream it shows a patch using "Harris super group" info which fits with the RFSS and Site # being the same.
No tropo otherwise, and it could just be nice propagation, but site 5??

Are you by chance seeing the Millington Navy Base traffic?
That may have had updates done and is just now getting found?

By the next day, the signal had weakened and died out, so not Millington.
I'm now thinking it was PineBluff with better info than in the database.

Could have been a band opening as I hear some Memphis traffic when the band opens and I am 100 miles from Memphis.
