Ah yes, deeper research has revealed to me that a Pkt-23 radio will either have a firmware base of LMR or Protalk.
and the programming software like 172D v1.02 or v1.12 will only help you identify which of the two it is, then allow you to update/edit channels of ONLY the firmware base your radio has. Within the 172D software, selecting either LMR or Protalk in the "model dropdown menu" and clicking "read" you will be able to tell if it is LMR or Protalk. If it only reads with protalk selected, that particular radio will not take LMR settings (and vice versa). Having different versions of the 172D software doesnt solve this issue, the software isnt meant to reflash firmware bases set by the factory.
