I did a little more research and it is also possible that the radio was programmed by a dealer and the dealer added a password when the radio was programmed. If that is the case then you won't be able to change anything without the password that the dealer put in. No telling if that's the case with your radios, but it is possible.

Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

My radios seem to not be dealer password blocked as I was able to write a new data table to them using the proper KPG-172D software that matched my "K" region radios!
The 172D software requires that you pick from a dropdown menu, one of two options "LMR" or "Protalk" - if its an incompatibility issue with the model selected in the menu, the pop up error window will read "check model name and market code" - if it is a password issue, apparently it will prompt for one at that moment. @K0RE were you able to find out which models you have by looking at behind the battery? When you mentioned it didnt work for you, what error message were you getting if at all?

I have version 1.12 of the KPG-172D software. Does anyone know where I can find the earlier version - KPG-172D 1.02 MPD SP1 released Jan 30, 2014?

172D v1.12 will be able to program the model pkt-23K that you have.
in the programming software the dropdown menu for models has 2 options.
pkt23 "K" radios = "PROTALK"
Choose that one for reading/writing.
currently having the same issue for programming the radio to be lmr, did you find any workarounds? i'm unfortunately stil working with the newer 1.12 version so i've zero clue if it's possible on my end
Ah yes, deeper research has revealed to me that a Pkt-23 radio will either have a firmware base of LMR or Protalk.
and the programming software like 172D v1.02 or v1.12 will only help you identify which of the two it is, then allow you to update/edit channels of ONLY the firmware base your radio has. Within the 172D software, selecting either LMR or Protalk in the "model dropdown menu" and clicking "read" you will be able to tell if it is LMR or Protalk. If it only reads with protalk selected, that particular radio will not take LMR settings (and vice versa). Having different versions of the 172D software doesnt solve this issue, the software isnt meant to reflash firmware bases set by the factory.

How many do you need? I have 7 of these I can check to see if any of them are base LMR style firmware and we could trade. I could use either versions just fine in my general use.
