Anyone know why Laguardia PAPD patrol and fire rescue aren't on the trunk? Are they still on 453.650?

-geek,

Yes, they are; using PL 123.0 to be exact. While LGA units do have talkgroups allotted to them on the TRS, their primary operations remain on UHF, as does the operations for GWB/Bus Station, Lincoln and Holland Tunnels, and the Staten Island Bridges.

The PAPD at Newark and JFK are on the trunked radio system (http://radioreference.com/modules.php?name=TRSDB&sid=408)

You should hear them loud and clear regardless of where in Brooklyn you are.
The conventional channels are another story.

790,

470.5625R (141.3). You'll hear references to "Operations" (the non-enforcement PA staff at the Terminal) on the Police channel. Operations uses 470.6125R (127.3).

They have been having some radio trouble

And the system has been a bit intermittant, with some units switching over to non-trunked use at times.
