Port of Long Beach programming

Noticed on the Port of Long Beach modulation states it is mixed mode Phase I & Phase II ops as well as has system notes of "System ops with dual control channels. One for Phase I users, other Phase II". I didn't know this was possible to have the same system operation on two control channels with Phase I & II. Shouldn't it be two separate systems? How would you program this on the scanner? I currently have it as two separate systems one phase I and the other phase II. Can anyone confirm if two control channels are broadcasting the same time? I live too far away to monitor but was curious how someone else is monitoring the system.

This system is only using Phase I FDMA mode so there is no difference on how you program your scanner. There is only one control frequency at a time being used. Just setup a standard trunking system in P25 Digital and put your SDS-100 in ID Search mode and let the radio just open up and pickup whatever talkgroup is being used for testing at this present time.
