Position of a dipole antenna

I came to know that a dipole antenna used for VHF reception needs to be placed vertically---one arm pointing up and the other arm pointing down.

But why the two arms of an indoor rabbit ears (dipole) antennas used for TV always points upwards?

I believe television signals are horizontally polarized. Assuming this is the case, then the best reception should technically be when the elements are pointed sideways. Most people pointed the elements sideways (somewhere between vertical and horizontal).

Come to think of it, one of these old rabbit ear TV antennas might work wonders on a P25 "simulcast" system! That would be worth a try!
