Possible new Jwin CC Spokane

This morning I was searching and heard a strong unmodulated FM carrier on 168.8750
which lasted for about a minute and a half no ctcss or dcs.
On subsequent returns to that freq for the past hour there has been a Astro digital signal
present. So I am guessing this may be a new control channel for the Justice trunk.

I just ran into this overlooking Ellensburg. It could travel quite a ways but I can't imagine it being strong in Spokane.

I don't think so either, there did not seem to be any other skip signals on the VHF highband
at my location around that time.

Just for an update, I have checked the 168.8750 frequency again at about 1750 pacific
and the Astro signal is gone.

168.875 is an alternate CC on tower 131. Keep in mind that they transmit data as well and it will come across as a constant digital stream that I've seen last for up to 15-20 mins, although most of the data seems to happen on tower 133.

Thanks for the info Tom, I wonder what would be causing a 15-20 minute data stream.
What are the control channels for 131 and 133 so I can put them into the DB.
