This is all I have for Pownal. I don't know who dispatches which of the agencies or departments (Pownal FPA and Pownal Valley FD) but hopefully it helps, as I can't hear anything from Pownal from my location in Latham, NY...
Pownal Fire - 155.6325 MHz, CTCSS 91.5 Hz.
Pownal Rescue - 155.4225 MHz, CTCSS 179.9 Hz.
Pownal Town Highway - 158.940 MHz, CTCSS 94.8 Hz. (this is a mobile only license, so more than likely you'll need to be in Pownal to hear their operations)
All three of these frequencies have been confirmed during different day trips out to the Bennington area.

Is it used by any of the dispatch centers in Bennington County, or is this just referring to the couple of towns that are in Bennington County but are dispatched by Berkshire County?

To my knowledge, no department in Bennington County is dispatched by Berkshire County
I had a note that Stamford was, but that could be outdated or wrong - I can't find the source.
Either way, you said Pownal is dispatched by Bennington PD - do you know what frequency they use for that?
I've heard Stamford VT get dispatched by North Adams (MA) Dispatch on 151.3625 MHz (CTCSS 67.0 Hz.) in the past. Otherwise, I don't think any other department in Bennington County is dispatched by Berkshire Control on 154.310. Most of the southern Bennington County towns maintain 154.310 licenses, either from previous dispatching on that frequency, or for inter-agency mutual aid with Williamstown and North Adams.
Back on Sunday 12/14/25, I was in a location where I was able to hear a station that identified as Bennington County Mutual Aid paging out several departments on several frequencies to broadcast an announcement. I don't know if that is the same as Bennington Police Dispatch or if it is something different, but I was able to hear them put the announcement out to the following agencies:

I realized I made a typo after I hit enter. Stamford VT Fire is 151.3925 MHz, not 151.3625
Bennington County Mutual Aid is different, its a Fire Department member that comes in and dispatches out of the Bennington Village Firehouse on larger incidents, generally just in the Bennington area.
I believe Shaftsbury (dispatched by VSP Westminster) and North Bennington (dispatched by Bennington PD) are the only departments still dispatched on the County frequency that is also used by Berkshire county. From time to time I have heard Pownal Fire dispatches on that channel as well, but they never came in well at my location. I know there is a separate channel used by Bennington PD dispatch channel for Pownal, which I assume is your logging above.
