You can listen to the Federal Protective Services. They are P25, but not encrypted. There is usually lots of activity on their channels when there are riots at any of the federal facilities.

FPS in many areas are encrypted, thanks for the update.

Well, looks like we've now lost MCSO/Gresham PD to the dark side. Beep tone only now. Bad news. I was hoping they would remain in the clear. Oddly, a bit earlier today I could see their TG come up on my Unication but only a weird, muffled sound came out of the speaker. I don't know if they were encrypting their dispatch TG at that time, or having some sort of technical difficulty, or what. But now it's just the same repeating beep tone we've been hearing on the PPB nets for weeks. And another oddity, I heard a dispatcher in the clear on Central Tac 1 a little while ago. That seems to have been a one off, nothing heard there since. Maybe if we're lucky it was just a technical thing with MCSO dispatch that forced them over to MCSO Tac 1. (I'm guessing Tac1 because it does seem to be pretty busy at the moment)

It's amazing a news outlet picked up on this encryption garbage. I know people have a lot on their minds but I do hope this puts pressure on PPB (and other agencies) to retract this change.

As many stated, there are so many other means to communicate sensitive information while protecting officers.

Portland police and Sheriff dispatch.

Ok so I'm guessing you're talking about the popular Broadcastify internet feed of PPB/MCSO, and you're not using an actual scanner. That feed scans multiple talkgroups, which would probably explain why you're hearing some beeps and some voice. Some of the talkgroups it covers are likely the PPB dispatch nets (with the beep) and one of them is going to be MCSO dispatch (which afaik is back to transmitting in the clear).

Or, if the beeps stopped as you say, then that probably just means that the feed provider has removed those particular talkgroups from the scan cycle....they're still beeping, they're just no longer included in the internet feed you're listening to.
