I have found that when charging my pro-106, with it on and connected to a 900ma supply, the low battery indicator continues to flash. Additionally, if not batteries are installed with external power only, the indicator continues to flash.

Anyone else experience this ? Suggestions.

Are you using the yellow battery tray (not the black one)? What is the voltage of your power supply?

Your scanner provides an indication when
the internal battery charge circuit is active.
The battery icon briefly flashes approximately
once every second.

this is in the manual just t o let you know

I attempted to help, but the information wasn't in my PRO-197 manual. :D

I am using the yellow holder, the internal global switch is set for NiMh, my power supply is 9v.

I did not realize that was a normal function. Is it normal even if the circuit is not charging, ie no battery pack installed.

Thanks for all the comments.

As stated, it's completely normal regardless of black or yellow battery holder being used with or without batteries. If battery type is set to NiMH or NiCad in the scanner's settings, this will happen. It simply means the charging circuit is active but does not provide positive indication the batteries are actually being charged (will only charge using yellow holder).
Stated in the PRO-106 manual on Page 19 and in the PSR-500's manual on Page 29.

I always use an out-board charger for my batteries can't stand the thought of all that heat being absorbed by all the components in my scanners. Could, reduce the life of the scanner.
