Wirelessly posted (Moto Droid Bionic: Mozilla/5.0 (Linux; Android 4.4.2; en-us; SAMSUNG SM-P605V Build/KOT49H) AppleWebKit/537.36 (KHTML, like Gecko) Version/1.5 Chrome/28.0.1500.94 Safari/537.36)

No. You have to program the scanner by hand or by a computer with an optional cable and software. You may be thinking of the new Uniden scanners that can select an area and service by ZIP code, but you'll still need to update the database that resides on an SD card. Lots of Q&A in the wiki and in the forums. Look at the topic headings and use the search function atop almost all the pages. HTH.

It does have service search on it, where you can listen to portions of the bands that are primarily allocated for certain types of communications, such as public safety, marine, etc... but the best bet is like Tom stated, and that's to program the radio with software and a subscription to Radio Reference.
