I have a pro-197 and a pro163. When I listen to the Sheriff VHF Conventional analog frequency in the county south of me I hear about 10 seconds of the transmission then it just cuts out completely. I know I have a good signal on the repeater I can hear it on my Moto handheld just as good as the scanners.

I have few theories I would like to run by you guys.
1. They use remote links that I believe might be a voted system. When they transmit I wonder if I am hearing the closest to me and it shuts down after the other sites discuss amongst each other which remote to use. The only thing that might throw this theory out the window is my moto doesn't cut out.
2. Could it be a setting in the scanners that needs to be tweaked? I can go real in depth I have the ARC software along with the RS programming cable.
3. I understand these scanners sometimes have frequencies that they just don't like and its tough luck that these combinations of frequencies are in your area. For example my local SO frequency 156.060 for some reason likes to bleed on to AAR 24/24 160.470. Both the 163 and 197 do this.
