Should the Pro-197 show signal bars when scanning VHF frequencies but it scans fast like it supposed to and it's above from squelch noise then sometimes the S shows up on a few and scans slow then speeds up I used to could turn it way further down than I can now

The S means a signal is present. The squelch might not open because you have a CT/DC code programmed that doesn't match (or you're in trunked system mode).

For me, if I am scanning CHP on VHF low band, I always have a CT programmed. All it takes is a different "channel" than intended being received, which keeps the squelch from opening and slows down scanning to the next programmed element.

Miss understood your statement on VHF, your correct when there's no activity on VHF there are NO bars

Most likely some kind of interference or intermod.

The VHF band has a lot stuff that can interfere with it. Lots of stuff like led lights or other items in your house or others near throw off spurs on the radio band that can play havoc for us to receive signal.

You could try to eliminate it by turning stuff in your home one by one and see if it disappears. If it is in another home you will be out of luck.

If my home apartment my local two meter repeater frequency always has something on based the radio showing signal bars 24/7. Living in dense area I just run the PL.
