So, I have a RS PRO-2052 that I've been using as a dedicated receiver for CHP (39-46 MHz). it's having some major receive issue across the entirety of "lo-band". (I'm kinda thinking the whole unit may become deaf shortly). What would be a favorable replacement? Whatever the suggestions may be, to reiterate, I am only looking for a VHF-LO scanner, base/ mobile model preferred. Any thoughts/ input is appreciated. TIA

An older realistic scanner should handle it. I use to pick vhf-lo band skip (during skip season) from both LAFD and CHP (among others).
On my old Pro-2020, Pro2021 and Pro-2006 . But any of the older programmable scanners should work.
Unless alpha tags are important to you.

I use Pro-2006, Pro-2042 with OS535 board, and a very similar Pro-2035 (no Optronics board installed though). All work well, with the right antenna and knowing they are old receivers. (One Pro-2006 of mine needs the need backlight behind the LCD display....will have to get to that sometime).

Is there a reason to not get your current scanner worked on? It might just need an alignment, and/or minor repair. (Replacing old capacitors, etc.)

The last guy I knew that would work on scanners (& had the knowledge) passed away about 18 years ago. The very few shops in my area aren't interested in working on scanners.
