Yes, and so does the scanner.

The scanner has two flags for each channel: one that indicates the
channel isn't programmed with a valid frequency, and another for
the lockout function.

You'd see 29.0000 MHz programmed into that channel on the PRO-92.
The PRO-92 cannot actually hold a frequency value of 0.0000 MHz.
When it's displaying 0.0000, it really has 29.0000 plus the "unused"
flag.
Win92 could probably clear that flag for you if the channel contained
anything but 29.0000 MHz, and set it otherwise. The problem with
this would be if you actually _wanted_ 29.0000 MHz.
