my pro 99 does not want to pick anything up but the weather is something wrong that would require it to go in the shop

I see you are in Northumberland County. I presume you have programmed in the information contained in the RR database for your county as follows:

Frequency License Type Tone Description Mode
156.21000 WPPD425 RM 506 DPL Rescue FM
155.10000 WPPD425 RM 606 DPL Sheriff Dispatch FM
Are you not hearing any activity out of this system? Are you trying to listen in your house or outside or in your car? If in the house, you might have to move outside depending upon how close you might be to a tower that they use for these frequencies.
Also have you programmed in the Va St Police frequencies that are used close to you?
Have you programmed in frequencies listed for Lancaster or Richmond counties?
I would think you should be able to hear some of these if you have the frequencies programmed in and are scanning them. Since you are hearing the NOAA weather station, I would presume your scanner and antenna are working correctly.
