Problem with bcd396t reception

I am having trouble with my bcd396t with regards to reception. It will show full bars ( strength) and every couple of seconds or so it will cut out and you will here nothing and it will loose all bars then in another couple seconds it will go back to full bars.

The scanner is only about 1 week out of the box and I have tried multiple antennas but keep getting the same result.

If it is every 2 seconds, then you either have Close Call or Priority turned on.
If it is every 5 seconds, then you have Weather Priority turned on.
