As I've noted above, when Odessa and Midland decided to provide the media with radios that would monitor the then-new trunks, the radios were programmed with only those channels that the cities WANTED the media to hear. To this day on those radios the media do not hear the tact channels,etc. Thanks to a couple of enterprising newsmen that have gotten trunk tracking scanners, the stations would still be only half-informed.

As I mentioned earlier, when Odessa decided to go to a trunk, the police chief at the time gleefuly announced that they now had a system that no scanner could ever hear again. He never counted on trunk trackers! Thanks again, Skud!

The FCC is not the ultimate authority for anything. The FCC is an executive branch commission that was created (and could be eliminated) by an act of Congress. Its funding is controlled by Congress, and the federal laws regarding radio communications (including the various Communications Acts) are written by Congress and signed by the President.

The FCC has the authority to promulgate regulations (not laws) consistent with its congressional charter to facilitate carrying out its assigned functions. As such, it is the entity with sole authority for enforcing its own regulations. The other applicable federal laws are beyond the reach of local law enforcement, not because of the FCC, but because local cops have no jurisdiction to enforce federal laws.

Thanks for enlightening me! I've learned something new. I never knew that th e Communications Acts: 1934, 1997,etc., were Congressional Acts. I've always been led to believe that they were promulgated solely by the FCC and were passed into law by the Congress on the FCC's recommendation. Thanks again.

Either way, in the scenario I had previously described, apparently the FCC wsa able to "pull rank" enough to get the county people straighened out and the young man involved properly taken care of.
