Progamming frequencies

I'm trying to program local frequencies so I can access them easily rather than scanning for them manually. Is that possible to do with my BC355N? I see that it looks like it is possible to do with the pre-programmed frequencies when I push buttons like the PD/FD/EMG buttons, but my local area scanner frequencies are much higher than the ones that are already under this category. For instance, the local sheriff's frequency is 460.275. I hold down the PROG but all I get is the pr9-Loc message and it being either on or off. Not sure what else to do.

i will start with i don't have that radio but...
you have to put the channels in the private bank (page 51).
and then scan the private bank.
